What Is SPC?

The STUDENT POLICE CADET Project is a school-based initiative by Gujarat Police under the Suraksha Setu Scheme of Department of Home, Government of Gujarat that trains high school students to evolve as future leaders of a democratic society by inculcating within them respect for the law, discipline, civic sense, empathy for vulnerable sections of society and resistance to social evils. The project also enables youth to explore and develop their innate capabilities, thereby empowering them to resist the growth of negative tendencies such as social intolerance, substance abuse, deviant behavior, and anti-establishment violence. Equally, it strengthens within them commitment towards their family, the community, and the environment.

SPC project was first implemented by Kerala Police. The project was widely appreciated there and was later extended to more than 240 schools across Kerala. All India Police Science Congress, in 2011, recommended that all states should implement the SPC project. In the five districts of Surat Range- Surat Rural, Navsari, Valsad, Tapi and Dangs district, this scheme has been implemented in 38 schools from the academic year 2013-14. The government of Gujarat has issued a circular to implement the scheme in one school per police station in the whole state from the academic year 2014-15.
SURAKSHA SETU is a distinct, innovative and novel statewide outreach program of Department of Home, Government of Gujarat. It endeavors to involve community in day to day work of police in identifying the causes of crime, vulnerable areas and populations and getting their feedback as well as involving them in fighting crime. It also aims at becoming a bridge between the police and the community, at the same time makes police more sensitive towards needs of the community. A grant of Rs 100 Crore has been put at the disposal of police units to carry out activities and projects beyond traditional paradigms of crime control and maintenance of Law and Order, eventually to create a feeling of trust among police and community with proactive and creative social and economic interventions. SPC project is being funded from the grant of Suraksha Setu Scheme (SSS). SPC in particular and SSS in general have been successful to a great degree in bringing community and police together as well as improving the image of police.

Implemented jointly by the Departments of Home and Education, and supported by Departments of Transport, Forest and environment, Prohibition and Excise, Youth; Culture and Sports, Energy and Disaster Management. The SPC project was launched on 02-10-2013 in 40 schools of police districts coming under Surat Range. Currently, the scheme is being implemented in one school of every police station of Valsad, Navsari, Surat Rural, Tapi and Dangs districts. Subsequently, the scheme has been extended all over Gujarat.
